Topper is a paper product made of neon pink poster board and black 100lb (heavy) card stock.
Topper is UV reflective and "glows" under black light. You must have a black light shining near it to make it fluoresce.
Topper numbers measure 3.5" high and are 4" tall when backed with the black backing. All together, with the sticks, the topper measure about 7" tall.
Letters for the name are 1" tall. The letters are backed in black and placed on top of the age number.
Polka dots are .5" in diameter and are neon yellow, neon orange, and neon green.
