Topper is a paper product made of neon poster board.
Topper is UV reflective and "glows" under black light. You must have a black light shining near it to make it fluoresce.
Topper numbers measure approximately 8" with the sticks. Width varies depending on the name added.
Letters for the name are 1.5" tall. The letters and age are backed in black and placed on top of the age number. The hearts are triple-layered with foam tape to make them pop.
